You should find more loot behind the building, some stairs to descend, and a catwalk to cross.
Exit the cul-de-sac and make your way to the building located diagonally from the one where you started. From there, run and leap to the rooftop that is now positioned behind you and open the silver chest and lockers in a fenced area.
